1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.6 Section 1. Minnesota Statutes 2010, section 126C.10, subdivision 1, is amended to read:
1.7 Subdivision 1. General education revenue. (a) For fiscal year2006 and later
1.82012, the general education revenue for each district equals the sum of the district's
1.9basic revenue, extended time revenue, gifted and talented revenue, basic skills revenue,
1.10training and experience revenue, secondary sparsity revenue, elementary sparsity revenue,
1.11transportation sparsity revenue, total operating capital revenue, equity revenue, alternative
1.12teacher compensation revenue, and transition revenue.
1.13(b) For fiscal year 2013 and later, the general education revenue for each district
1.14equals the sum of the district's basic revenue, extended time revenue, gifted and talented
1.15revenue, basic skills revenue, training and experience revenue, secondary sparsity revenue,
1.16elementary sparsity revenue, transportation sparsity revenue, total operating capital
1.17revenue, equity revenue, alternative teacher compensation revenue, all-day kindergarten
1.18revenue, and transition revenue.
1.19EFFECTIVE DATE.This section is effective July 1, 2011.
1.20 Sec. 2. Minnesota Statutes 2010, section 126C.10, is amended by adding a subdivision
1.21to read:
1.22 Subd. 37. All-day kindergarten revenue. (a) Participation in all-day kindergarten
1.23is voluntary. A school district qualifies for all-day kindergarten revenue if it provides a
2.1free all-day, every day kindergarten program through its general fund available to all
2.2kindergarten students at one or more school sites.
2.3(b) A school district's all-day kindergarten revenue is equal to the product of the
2.4formula allowance times .388 times the average daily membership of kindergarten pupils
2.5served in the district under section 126C.05, subdivision 1, paragraph (d), who are enrolled
2.6in a free all-day every day kindergarten program and are eligible for free or reduced-price
2.7meals during the current fiscal year.
2.8(c) All-day kindergarten revenue must be reserved and used only for all-day every
2.9day kindergarten programs.
2.10(d) Notwithstanding section 123A.26, subdivision 1, all-day kindergarten revenue
2.11generated by students served at a cooperative unit shall be paid to the cooperative unit.
2.12EFFECTIVE DATE.This section is effective for revenue for the 2012-2013 school
2.13year and later.
