1.1A bill for an act
1.2proposing an amendment to the Minnesota Constitution, article IV, section 12;
1.3prohibiting regular sessions in even-numbered years.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.5    Section 1. CONSTITUTIONAL AMENDMENT PROPOSED.
1.6An amendment to the Minnesota Constitution is proposed to the people. If the
1.7amendment is adopted, article IV, section 12, will read:
1.8Sec. 12. The legislature shall meet at the seat of government in regular session in each
1.9biennium at the times prescribed by law for not exceeding a total of 120 legislative days.
1.10The legislature shall not meet in regular session, nor in any adjournment thereof, after the
1.11first Monday following the third Saturday in May of any year. After meeting at a time
1.12prescribed by law, the legislature may adjourn to another time. "Legislative day" shall
1.13be defined by law. The legislature shall not meet, except in special sessions, during an
1.14even-numbered year. A special session of the legislature may be called by the governor on
1.15extraordinary occasions.
1.16    Neither house during a session of the legislature shall adjourn for more than three
1.17days (Sundays excepted) nor to any other place than that in which the two houses shall be
1.18assembled without the consent of the other house.

1.19    Sec. 2. SUBMISSION TO VOTERS.
1.20The proposed amendment must be submitted to the people at the 2012 general
1.21election. The question submitted must be:
2.1"Shall the Minnesota Constitution be amended to prohibit regular legislative
2.2sessions in even-numbered years?
