1.1A bill for an act
1.2relating to energy; modifying permissible administrative expenses for
1.3disbursement of supplemental low-income home energy assistance; appropriating
1.4money for the weatherization assistance program;amending Laws 2014, chapter
1.5145, section 1.
1.6BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.7    Section 1. Laws 2014, chapter 145, section 1, is amended to read:
1.8    Section 1. LOW-INCOME HOME ENERGY ASSISTANCE PROGRAM;
1.9SUPPLEMENTAL APPROPRIATION.
1.10(a) $20,000,000 is appropriated in fiscal year 2014 from the general fund to the
1.11commissioner of commerce for the purpose of providing additional heating assistance
1.12through the low-income home energy assistance program under United States Code, title
1.1342, sections 8621 to 8630, and Minnesota Statutes, section 216C.02, subdivision 1. No
1.14more than five eight percent of this appropriation may be used for expenses to administer
1.15the program. Any unspent balance available on June 30, 2014, cancels to the general fund.
1.16(b) The funding provided in this section shall supplement, and not replace, any
1.17federal or other funding existing or otherwise available for heating assistance in Minnesota.
1.18(c) The commissioner shall disburse the funds provided in this section in a manner
1.19consistent with the requirements of the federal low-income home energy assistance
1.20program under United States Code, title 42, sections 8621 to 8630.
1.21EFFECTIVE DATE.This section is effective the day following final enactment.

1.22    Sec. 2. APPROPRIATION.
2.1Any unspent balance available on June 30, 2014, from the appropriation made to the
2.2commissioner of commerce in Laws 2014, chapter 145, section 1, may be used by the
2.3commissioner of commerce for the purposes of the weatherization assistance program.
2.4The unencumbered balance in fiscal year 2015 does not cancel but is available for fiscal
2.5year 2016.
2.6EFFECTIVE DATE.This section is effective the day following final enactment.
