1.2relating to capital investment; appropriating money for solid waste handling
1.3facilities in Polk and Beltrami Counties; authorizing the sale and issuance of
1.4state bonds.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.6 Section 1. POLK AND BELTRAMI COUNTIES, REGIONAL WASTE,
1.7RECYCLING, AND COMPOST PROJECT.
1.8 Subdivision 1. Appropriation. $12,500,000 is appropriated from the bond
1.9proceeds fund to the Pollution Control Agency for a solid waste capital assistance grant
1.10under Minnesota Statues, section 115A.54, to Polk County to design and construct an
1.11addition and improvements to an existing waste processing and material recovery facility
1.12and an organic solid waste compost facility, and to Beltrami County to design and
1.13construct a waste and recyclable material transfer facility to deliver waste to an existing
1.14waste-to-energy facility. This amount is for approximately 75 percent of the cost of the
1.15transfer station and 50 percent of the cost of the material recovery facility expansion
1.16and improvement and 50 percent of the cost of the organic solid waste compost facility.
1.17This appropriation is not available until the commissioner of management and budget
1.18determines that an amount sufficient to complete the project is committed from nonstate
1.19sources. Additional renewable energy components are not required for this project to
1.20qualify for funding under this section.
1.21 Subd. 2. Bond sale. To provide the money appropriated in this section from the
1.22bond proceeds fund, the commissioner of management and budget shall sell and issue
1.23bonds of the state in an amount up to $12,500,000 in the manner, upon the terms, and with
2.1the effect prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the
2.2Minnesota Constitution, article XI, sections 4 to 7.
2.3EFFECTIVE DATE.This section is effective the day following final enactment.
