1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.5 Section 1. CHILD WELFARE TRAINING.
1.6 Subdivision 1. Legislative findings. The legislature finds that children and families
1.7of color are involved with the child welfare system at a much higher rate than are white
1.8children and their families. In Minnesota in 2008, American Indian children were 12
1.9times more likely than white children to spend time in out-of-home placement. African
1.10American children were 5.3 times more likely to be in out-of-home placement. These
1.11disparities in removal of children from their family homes are higher than in most other
1.12states. There are many reasons for the disproportional involvement of children of color in
1.13the child welfare system. Cross-cultural training on these issues and culturally specific
1.14training developed in conjunction with affected communities of color should therefore
1.15be part of the training required of all child welfare staff.
1.16 Subd. 2. Core competency training. In consultation with Minnesota tribes and
1.17communities of color, the commissioner of human services must develop and establish
1.18cultural competency training. This training must be included as a core requirement for
1.19foundation training of child protection workers.
