1.1A bill for an act
1.2relating to capital improvements; appropriating money for a personal rapid
1.3transit safety certification and training facility; authorizing the sale and issuance
1.4of state bonds.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.6    Section 1. APPROPRIATION.
1.7(a) $....... is appropriated from the bond proceeds fund to the Board of Regents of
1.8the University of Minnesota to design, acquire, construct, furnish, and equip a personal
1.9rapid transit safety certification and training facility located in a city designated under
1.10paragraph (b). The facility plans must include a guideway approximately 2,500 feet in
1.11length, an off-line station, and a maintenance and control center. The facility must be
1.12designed and constructed with plans that will support the development of future personal
1.13rapid transit systems.
1.14(b) Following a solicitation process, the board shall enter into an agreement to
1.15implement the project under this section with a Minnesota city with power to issue
1.16obligation bonds and with a minimum population of 35,000. The board may enter into
1.17agreements for the design, construction, and operation of the facility subject to Minnesota
1.18Statutes, section 16A.695. The purpose of this project is to: (1) confirm the safety of
1.19the patented personal rapid transit technology for sustainable public transit service; (2)
1.20provide an opportunity for engineers and technicians to be trained in its design and
1.21operation; and (3) establish a new economically self-sustaining technology in Minnesota.
1.22(c) The appropriation is not available until the commissioner determines that $.......
1.23has been committed to the project from nonstate sources.
2.1(d) To the greatest extent feasible, the system must be built with components that are
2.2manufactured and assembled in Minnesota.

2.3    Sec. 2. BOND SALE.
2.4To provide the money appropriated in this act from the bond proceeds fund, the
2.5commissioner of management and budget shall sell and issue bonds of the state in an
2.6amount up to $....... in the manner, upon the terms, and with the effect prescribed by
2.7Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota Constitution,
2.8article XI, sections 4 to 7.

2.9    Sec. 3. EFFECTIVE DATE.
2.10Sections 1 and 2 are effective the day following final enactment.
