1.1A bill for an act
1.2relating to human services; establishing a training program to clarify and
1.3interpret the Civil Commitment Act as it pertains to persons with mental illness;
1.4appropriating money.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.6    Section 1. APPROPRIATION.
1.7$35,000 is appropriated from the general fund in fiscal year 2015 to the
1.8commissioner of human services to develop an online training program for interested
1.9individuals and personnel, specifically county and hospital staff and mental health
1.10providers, to understand, clarify, and interpret the Civil Commitment Act under Minnesota
1.11Statutes, chapter 253B, as it pertains to persons with mental illnesses. The training must
1.12be developed in collaboration with the ombudsman for mental health and developmental
1.13disabilities, Minnesota County Attorneys Association, National Alliance on Mental Illness
1.14of Minnesota, Mental Health Consumer/Survivor Network of Minnesota, Mental Health
1.15Association, Minnesota Psychiatric Society, Hennepin Commitment Defense Panel,
1.16Minnesota Disability Law Center, Minnesota Association of Community Mental Health
1.17Programs, and Minnesota Board of Public Defense. The purpose of the training is to
1.18promote better clarity and interpretation of the civil commitment laws.
