1.1A bill for an act
1.2relating to veterans; authorizing special women veterans license plates;amending
1.3Minnesota Statutes 2012, section 168.123, subdivision 1; Minnesota Statutes
1.42013 Supplement, section 168.123, subdivision 2.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.6    Section 1. Minnesota Statutes 2012, section 168.123, subdivision 1, is amended to read:
1.7    Subdivision 1. General requirements; fees. (a) On payment of a fee of $10 for
1.8each set of two plates, or for a single plate in the case of a motorcycle plate, payment of
1.9the registration tax required by law, and compliance with other applicable laws relating to
1.10vehicle registration and licensing, as applicable, the commissioner shall issue:
1.11(1) special veteran's plates to an applicant who served in the active military service
1.12in a branch of the armed forces of the United States or of a nation or society allied with the
1.13United States in conducting a foreign war, was discharged under honorable conditions, and
1.14is a registered owner of a passenger automobile as defined in section 168.002, subdivision
1.1524, recreational motor vehicle as defined in section 168.002, subdivision 27, or one-ton
1.16pickup truck as defined in section 168.002, subdivision 21b, but which is not a commercial
1.17motor vehicle as defined in section 169.011, subdivision 16; or
1.18(2) a veteran's special motorcycle plate as described in subdivision 2, paragraph
1.19(a), (f), (h), (i), or (j), or (m), or another special plate designed by the commissioner to
1.20an applicant who is a registered owner of a motorcycle as defined in section 168.002,
1.21subdivision 19
, and meets the criteria listed in this paragraph and in subdivision 2,
1.22paragraph (a), (f), (h), (i), or (j). Plates issued under this clause must be the same size as
1.23regular motorcycle plates. Special motorcycle license plates issued under this clause are
1.24not subject to section 168.1293.
2.1(b) The additional fee of $10 is payable for each set of veteran's plates, is payable
2.2only when the plates are issued, and is not payable in a year in which stickers are issued
2.3instead of plates.
2.4(c) The veteran must have a certified copy of the veteran's discharge papers,
2.5indicating character of discharge, at the time of application. If an applicant served in the
2.6active military service in a branch of the armed forces of a nation or society allied with the
2.7United States in conducting a foreign war and is unable to obtain a record of that service
2.8and discharge status, the commissioner of veterans affairs may certify the applicant as
2.9qualified for the veterans' plates provided under this section.

2.10    Sec. 2. Minnesota Statutes 2013 Supplement, section 168.123, subdivision 2, is
2.11amended to read:
2.12    Subd. 2. Design. The commissioner of veterans affairs shall design the emblem for
2.13the veterans' special plates, subject to the approval of the commissioner, that satisfy the
2.14following requirements:
2.15(a) For a Vietnam veteran who served after July 1, 1961, and before July 1, 1978,
2.16in the active military service in a branch of the armed forces of the United States or a
2.17nation or society allied with the United States the special plates must bear the inscription
2.18"VIETNAM VET."
2.19(b) For a veteran stationed on the island of Oahu, Hawaii, or offshore, during the
2.20attack on Pearl Harbor on December 7, 1941, the special plates must bear the inscription
2.21"PEARL HARBOR SURVIVOR."
2.22(c) For a veteran who served during World War II, the plates must bear the
2.23inscription "WORLD WAR VET."
2.24(d) For a veteran who served during the Korean Conflict, the special plates must bear
2.25the inscription "KOREAN VET."
2.26(e) For a combat wounded veteran who is a recipient of the Purple Heart medal, the
2.27plates must bear the inscription "COMBAT WOUNDED VET" and have a facsimile or an
2.28emblem of the official Purple Heart medal.
2.29    A member of the United States armed forces who is serving actively in the military
2.30and who is a recipient of the Purple Heart medal is also eligible for this license plate.
2.31The commissioner of public safety shall ensure that information regarding the required
2.32proof of eligibility for any applicant under this paragraph who has not yet been issued
2.33military discharge papers is distributed to the public officials responsible for administering
2.34this section.
3.1(f) For a Persian Gulf War veteran, the plates must bear the inscription "GULF
3.2WAR VET." For the purposes of this section, "Persian Gulf War veteran" means a person
3.3who served on active duty after August 1, 1990, in a branch of the armed forces of the
3.4United States or a nation or society allied with the United States or the United Nations
3.5during Operation Desert Shield, Operation Desert Storm, or other military operation in
3.6the Persian Gulf area combat zone as designated in United States Presidential Executive
3.7Order No. 12744, dated January 21, 1991.
3.8(g) For a veteran who served in the Laos War after July 1, 1961, and before July 1,
3.91978, the special plates must bear the inscription "LAOS WAR VET."
3.10(h) For a veteran who is the recipient of:
3.11(1) the Iraq Campaign Medal, the special plates must be inscribed with a facsimile of
3.12that medal and must bear the inscription "IRAQ WAR VET" directly below the special
3.13plate number;
3.14(2) the Afghanistan Campaign Medal, the special plates must be inscribed with a
3.15facsimile of that medal and must bear the inscription "AFGHAN WAR VET" directly
3.16below the special plate number;
3.17(3) the Global War on Terrorism Expeditionary Medal, the special plates must
3.18be inscribed with a facsimile of that medal and must bear the inscription "GWOT
3.19VETERAN" directly below the special plate number; or
3.20(4) the Armed Forces Expeditionary Medal, the special plates must bear an
3.21appropriate inscription that includes a facsimile of that medal.
3.22(i) For a veteran who is the recipient of the Global War on Terrorism Service Medal,
3.23the special plates must be inscribed with a facsimile of that medal and must bear the
3.24inscription "GWOT VETERAN" directly below the special plate number. In addition,
3.25any member of the National Guard or other military reserves who has been ordered to
3.26federally funded state active service under United States Code, title 32, as defined in
3.27section 190.05, subdivision 5b, and who is the recipient of the Global War on Terrorism
3.28Service Medal, is eligible for the license plate described in this paragraph, irrespective of
3.29whether that person qualifies as a veteran under section 197.447.
3.30(j) For a veteran who is the recipient of the Korean Defense Service Medal,
3.31the special plates must be inscribed with a facsimile of that medal and must bear the
3.32inscription "KOREAN DEFENSE SERVICE" directly below the special plate number.
3.33(k) For a veteran who is a recipient of the Bronze Star medal, the plates must bear
3.34the inscription "BRONZE STAR VET" and have a facsimile or an emblem of the official
3.35Bronze Star medal.
4.1(l) For a veteran who is a recipient of the Silver Star medal, the plates must bear
4.2the inscription "SILVER STAR VET" and have a facsimile or an emblem of the official
4.3Silver Star medal.
4.4(m) For a woman veteran, the plates must bear the inscription "WOMAN
4.5VETERAN" and have a facsimile or an emblem as designated by the commissioners of
4.6veterans affairs and public safety.

4.7    Sec. 3. WOMAN VETERAN LICENSE PLATES; DESIGN.
4.8The commissioner of veterans affairs, in consultation with the commissioner of
4.9public safety, a representative of the Minnesota Women Veterans Initiative Working
4.10Group, and any interested Minnesota veterans service organization, shall design the
4.11"WOMAN VETERAN" special plates established in Minnesota Statutes, section 168.123,
4.12subdivision 2, subject to the approval of the commissioner of public safety.

4.13    Sec. 4. EFFECTIVE DATE.
4.14Sections 1 and 2 are effective January 1, 2015.
