1.1A bill for an act
1.2relating to capital investment; appropriating money for the re-creation of Hall's
1.3Island in Minneapolis; authorizing the sale and issuance of state bonds.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.5    Section 1. HALL'S ISLAND; APPROPRIATION.
1.6    Subdivision 1. Appropriation. $10,000,000 is appropriated from the bond proceeds
1.7fund to the Minneapolis Park and Recreation Board to predesign, design, construct, and
1.8restore a river island and park facility for the purpose of providing public access to new
1.9riverfront park facilities and restoring ecological habitat areas along the Mississippi River.
1.10This appropriation is not available until the commissioner of management and budget
1.11determines that at least $5,820,000 has been committed to the project from nonstate
1.12sources. Expenditures made on or after July 15, 2010, for this project shall count toward
1.13the match from nonstate sources.
1.14    Subd. 2. Bond sale. To provide the money appropriated in this section from the
1.15bond proceeds fund, the commissioner of management and budget shall sell and issue
1.16bonds of the state in an amount up to $10,000,000 in the manner, upon the terms, and with
1.17the effect prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the
1.18Minnesota Constitution, article XI, sections 4 to 7.
1.19EFFECTIVE DATE.This section is effective the day following final enactment.
