1.1A bill for an act
1.2relating to metropolitan transit; requiring Metropolitan Council to adopt
1.3standards for light rail vehicles; requiring Transportation Accessibility Advisory
1.4Committee approval of vehicle standards; requiring report;proposing coding for
1.5new law in Minnesota Statutes, chapter 473.
1.6BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.7    Section 1. [473.4056] LIGHT RAIL TRANSIT VEHICLE DESIGN.
1.8    Subdivision 1. Adoption of standards. (a) By January 1, 2015, the Metropolitan
1.9Council shall adopt and may thereafter amend standards for the design of light rail
1.10vehicles that are reasonably necessary to provide access for, and to protect the health and
1.11safety of, persons who use the service. All light rail transit vehicles procured on and after
1.12January 1, 2015, must conform to the standards then in effect.
1.13(b) The Transportation Accessibility Advisory Committee must review and approve
1.14the standards and all subsequent amendments before the Metropolitan Council adopts them.
1.15(c) The Metropolitan Council shall post adopted standards, including amendments,
1.16on its Web site.
1.17    Subd. 2. Minimum standards. Standards adopted under this section must include,
1.18but are not limited to:
1.19(1) two dedicated spaces for wheelchair users in each car;
1.20(2) seating for a companion adjacent to each wheelchair-dedicated space; and
1.21(3) further specifications that meet or exceed the standards established in the
1.22Americans with Disabilities Act.

1.23    Sec. 2. METROPOLITAN COUNCIL REPORT REGARDING TRANSIT
1.24VEHICLE DESIGN.
2.1By February 15, 2015, the Metropolitan Council shall report to the chairs and
2.2ranking minority members of the committees and divisions in the house of representatives
2.3and senate with jurisdiction over transportation policy and budget concerning the cost of
2.4adapting light rail transit vehicles currently in the fleet to the standards adopted by the
2.5council under Minnesota Statutes, section 473.4056.
