1.1A bill for an act
1.2relating to insurance; permitting service cooperatives to provide group health
1.3coverage to private employers;proposing coding for new law in Minnesota
1.4Statutes, chapter 123A.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.6    Section 1. [123A.251] HEALTH COVERAGE FOR PRIVATE EMPLOYERS;
1.7SERVICE COOPERATIVES.
1.8A service cooperative organized under section 123A.21 may create and manage one
1.9or more group health coverage pools for private employers. A pool may be either fully
1.10insured or self-insured. The service cooperative must not cover public employers and
1.11private employers in the same pool. The service cooperative and the pool must comply
1.12with all state and federal laws that apply to the type of pool involved, including chapter
1.1362H and section 62L.045. A pool authorized under this section must permit sale of its
1.14products by insurance producers, as defined in section 60K.31, who are licensed to sell
1.15health insurance in this state.

1.16    Sec. 2. EFFECTIVE DATE.
1.17Section 1 is effective the day following final enactment.
