1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.5 Section 1. GREEN JOBS DECONSTRUCTION PILOT PROGRAM.
1.6 Subdivision 1. Definitions. (a) For the purposes of this section, the following terms
1.7have the meanings given.
1.8(b) "Deconstruction" means the planned disassembly of buildings with the purpose
1.9of harvesting materials for reuse.
1.10(c) "Green jobs" means employment in a field that promotes the development of a
1.11"green economy" as defined in Minnesota Statutes, section 116J.437.
1.12 Subd. 2. Purpose. The purpose of the green jobs deconstruction pilot program is
1.13to create new, green jobs in building deconstruction, reduce the amount of construction
1.14and demolition waste being sent to landfills, and establish markets for selling reclaimed
1.15materials.
1.16 Subd. 3. Partnerships. (a) The nonprofit identified in section 2 shall partner with
1.17the opportunities industrialization center based in northern Minnesota in order to extend
1.18benefits of the program statewide.
1.19(b) The commissioner of the Pollution Control Agency shall advise the nonprofit on
1.20administration of the pilot program, including assistance with development of building
1.21deconstruction into a viable, sustainable practice statewide.
1.22 Subd. 4. Goals. The goals of the pilot project are to:
1.23(1) test and fully develop safe, cost-effective techniques for deconstructing buildings;
2.1(2) develop and implement a deconstruction training regimen that leads to
2.2certification;
2.3(3) develop and build sustainable markets for reusable materials collected during the
2.4deconstruction process;
2.5(4) create living wage jobs for chronically unemployed adults, with a focus on adults
2.6who are homeless and at risk of returning to jail or prison;
2.7(5) prepare model policies for state and local units of government to consider and
2.8adopt in an effort to establish building deconstruction as a sustainable, cost-effective
2.9practice; and
2.10(6) document the environmental, social, and economic impact of deconstruction
2.11compared to the standing policy of demolition, including the amount of carbon emissions
2.12reduced by deconstruction and the reuse of natural resources.
2.13 Subd. 5. Outcomes. (a) The commissioner of the Pollution Control Agency
2.14shall monitor the activities and outcomes of the pilot program, including collection of
2.15information to calculate the amount of carbon emissions reduced by the deconstruction
2.16projects completed through the program.
2.17(b) The commissioner of employment and economic development shall monitor
2.18the activities and outcomes of the pilot program, including collection of the number of
2.19jobs created, the average salary of participants, and the number of minority and women
2.20performing those jobs.
2.21 Sec. 2. APPROPRIATIONS.
2.22(a) $2,000,000 is appropriated from the general fund in fiscal year 2015 to the
2.23commissioner of employment and economic development for a grant to Better Futures
2.24Minnesota for the pilot program in section 1. This is a onetime appropriation and is
2.25available until expended.
2.26(b) $250,000 is appropriated from the general fund in fiscal year 2015 to the
2.27commissioner of the Pollution Control Agency to develop incentives and community
2.28outreach that creates a market for deconstruction in lieu of demolition.
