1.1A bill for an act
1.2relating to motor vehicles; establishing American Red Cross special license
1.3plates; appropriating money;proposing coding for new law in Minnesota
1.4Statutes, chapter 168.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.6    Section 1. [168.1295] AMERICAN RED CROSS PLATES.
1.7    Subdivision 1. Issuance and design. Notwithstanding section 168.1293, the
1.8commissioner shall issue special American Red Cross plates or a single motorcycle plate
1.9to an applicant who:
1.10(1) is a registered owner of a passenger automobile, one-ton pickup truck,
1.11motorcycle, or recreational vehicle;
1.12(2) pays a fee of $10 for each set of plates;
1.13(3) contributes a minimum of $25 annually to the American Red Cross disaster
1.14preparedness and relief account; and
1.15(4) complies with this chapter and rules governing registration of motor vehicles
1.16and licensing of drivers.
1.17    Subd. 2. Design. After consultation with the Minnesota chapters of the American
1.18Red Cross, the commissioner shall design the special plate. The final design of the special
1.19plate is subject to the approval of the commissioner.
1.20    Subd. 3. Plates transfer. On payment of a transfer fee of $5, plates issued under this
1.21section may be transferred to another passenger automobile registered to the individual
1.22to whom the special plates were issued.
1.23    Subd. 4. Fees. Fees collected under subdivision 1, clause (2), and subdivision 3, are
1.24credited to the vehicle services operating account in the special revenue fund.
2.1    Subd. 5. Contributions. Contributions collected under subdivision 1, clause (3),
2.2are credited first to the commissioner of public safety for the cost of administering the
2.3American Red Cross disaster preparedness and relief account, which is established in the
2.4special revenue fund. After the commissioner's administration costs are paid each year,
2.5remaining contributions are credited to the American Red Cross disaster preparedness
2.6and relief account. Money in the account is appropriated to the commissioner of public
2.7safety for distribution to the Minnesota chapters of the American Red Cross to be used for
2.8disaster preparedness, education, and disaster response.
2.9EFFECTIVE DATE.This section is effective January 1, 2013, for special
2.10American Red Cross plates issued on or after that date.
