1.1A Senate resolution
1.2honoring Elias J. Rosedahl for receiving the General Billy Mitchell Award.
1.3WHEREAS, the General Billy Mitchell Award, created in 1964, rewards people enrolled
1.4in the Cadet Program of the Civil Air Patrol (CAP), the official auxiliary of the United States
1.5Air Force; and
1.6WHEREAS, the Cadet Program, comprised of aerospace education, leadership, special
1.7activities, physical fitness, and moral and ethical values, provides opportunities for the learning,
1.8maturing, accepting, and nurturing of leadership to over 26,000 young Americans from 12 to
1.920 years of age; and
1.10WHEREAS, the structured program is divided into 16 segments called achievements,
1.11involving study and performance in the five program areas, and upon completion of each
1.12achievement, the cadet program earns increased responsibility, decorations, awards, eligibility to
1.13apply for national special activities, and opportunities for both flight and academic scholarships;
1.14and
1.15WHEREAS, the General Billy Mitchell Award is earned after a cadet completes the first
1.16eight achievements in the Cadet Program and passes a comprehensive 100-question examination
1.17covering leadership theory and aerospace topics; and
1.18WHEREAS, in November 2010, Elias J. Rosedahl of Minnesota completed all the
1.19requirements to earn this important award and was promoted to the grade of Cadet 2d Lieutenant;
1.20and
1.21WHEREAS, by receiving this award, Elias is eligible for promotion to CAP 2d Lieutenant
1.22at age 21 if he enters the CAP's Senior Member Program, and is also eligible for advanced
1.23placement to the grade of E-3 (Airman First Class) if he enters the United States Air Force; and
1.24NOW, THEREFORE, BE IT RESOLVED by the Senate of the State of Minnesota that it
1.25congratulates Elias J. Rosedahl for receiving the General Billy Mitchell Award.
1.26BE IT FURTHER RESOLVED that the Secretary of the Senate is directed to prepare an
1.27enrolled copy of this resolution, to be authenticated by the Secretary's signature and that of the
1.28Chair of the Senate Rules and Administration Committee, and transmit it to Elias J. Rosedahl.
