AN ACT

To amend chapter 9, RSMo, by adding thereto one new section relating to the designation of El-Hajj Malik El-Shabazz observation day in Missouri.




Be it enacted by the General Assembly of the state of Missouri, as follows:


            Section A. Chapter 9, RSMo, is amended by adding thereto one new section, to be known as section 9.196, to read as follows:

            9.196. May nineteenth of each year shall be known and is designated as "El-Hajj Malik El-Shabazz Observation Day" in Missouri in honor of El-Hajj Malik El-Shabazz, a human rights activist and courageous advocate for the rights of African Americans who articulated concepts of equality and self-determination. It is recommended to the people of the state that the day be appropriately observed through activities and events designed to celebrate the life of El-Hajj Malik El-Shabazz, raise awareness about his legacy in the civil rights movement, and encourage the end of violence, crime, substance abuse, and self-loathing that continue to cripple low-income urban communities.
