INTRODUCED BY REPRESENTATIVE CURTMAN.

            WHEREAS, governments at the state and local level have been implementing management strategies aimed at increasing efficiency, streamlining processes and programs, and utilizing collaboration to maximize the value of each dollar received from taxpayers; and

 

            WHEREAS, such strategies include consolidation and standardization, whereby multiple agencies, divisions, and departments which utilize similar technologies and business practices adopt mirrored policies and combine assets and their related administrations to reduce required overhead; and

 

            WHEREAS, these strategies have been taken advantage of to great effect by 14 of Missouri's 16 executive branch departments; and

 

            WHEREAS, savings for the costs of operating state data systems has totaled more than $30 million for FY 2009 to FY 2014; and

 

            WHEREAS, savings realized through consolidation of leased space over the same time period has totaled $5,836,720 in rent and $949,718 in janitorial costs, and eliminated 437,033 square feet; and

 

            WHEREAS, consolidation of vehicle fleet carpools have eliminated 33% of the Jefferson City-based pool and reduced the number of statewide vehicles by 917, saving an untold amount each fiscal year and returning more than $2.3 million to the state treasury; and

 

            WHEREAS, consolidation of mail services to the Central Mail Services system has yielded a 40% savings; and

 

            WHEREAS, two state departments, the Department of Conservation and the Department of Transportation, are granted state constitutional exemption from oversight by the Missouri General Assembly; and

 

            WHEREAS, these two departments have declined to consolidate or report basic statistics, measures, or other reporting mechanisms that aid the Office of Administration in its efforts to streamline state government operations; and

 

            WHEREAS, these two departments similarly maintain independent human resource systems, information technology systems and databases, fleet management policies, and other operating standards; and

 

            WHEREAS, Missouri institutions of higher education also conduct functional activities, such as fleet management and surplus property auctions, which could be consolidated with those of the state at large to save the educational system valuable resources; and

 

            WHEREAS, following statewide standards and consolidating duplicitous functions could save Missouri taxpayers many more millions of dollars; and

 

            WHEREAS, those agencies that have consolidated continue to ably and aptly carry out their respective missions and priorities:

 

            NOW, THEREFORE, BE IT RESOLVED that we, the members of the Missouri House of Representatives, Ninety-seventh General Assembly, strongly encourage Missouri's executive branch to act in concert with itself and adopt true statewide standards and strategies through collaboration and consolidation across all departments; and

 

            BE IT FURTHER RESOLVED that the Missouri House of Representatives strongly encourages Missouri institutions of higher education to consider a stronger collaboration with the state in an effort to divert funding from wasteful spending and redirect it to the classroom; and

 

            BE IT FURTHER RESOLVED that the Chief Clerk of the Missouri House of Representatives be instructed to prepare properly inscribed copies of this resolution for each member of the Missouri Conservation Commission, each member of the Missouri Highways and Transportation Commission, the Director of the Department of Transportation, the Director of the Department of Conservation, and the President and each member of the governing board of every publicly funded institution of higher education in the State of Missouri.•
