An Act To Amend Section 31-3-15, Mississippi Code Of 1972, To Eliminate The Requirement That Contractors For Public Or Private Projects Have Certificates Of Responsibility When Such Projects Are Funded, In Whole Or In Part, By Federal Grants And Such Grants Do Not Require The Certificates; To Amend Section 31-3-21, Mississippi Code Of 1972, To Provide That A Bid May Be Opened By Contractors Without Having Certificates Of Responsibility When The Projects Are Funded, In Whole Or In Part, By Federal Grants; To Amend Section 61-3-25, Mississippi Code Of 1972, To Provide That When Airport Authorities Come Upon A Conflict Between Federal And State Requirements For Bids And Awards, The Federal Requirements Shall Be Controlling With Federal Grants; And For Related Purposes.

Contracts for public/private projects funded by federal grants; eliminate need for certificates of responsibility.
