AN ACT TO CREATE THE MISSISSIPPI TRANSPORTATION INFRASTRUCTURE AND ECONOMIC DEVELOPMENT CONSORTIUM; TO REQUIRE THE CONSORTIUM TO STUDY AND MAKE RECOMMENDATIONS TO THE LEGISLATURE REGARDING THE INTERMODAL TRANSPORTATION NEEDS OF THE STATE, AND TO DEVELOP A COMPREHENSIVE PLAN THAT INTEGRATES THE VALUE OF MAINTAINING AND IMPROVING THE STATE'S TRANSPORTATION INFRASTRUCTURE WITH ECONOMIC DEVELOPMENT; AND FOR RELATED PURPOSES.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:
SECTION 1. (1) The Mississippi Transportation Infrastructure and Economic Development Consortium is created.
(2) The consortium shall study and make recommendations to the Mississippi State Legislature before December 1, 2014, on the following:
(a) The identification of the intermodal transportation needs of the state through calendar year 2020, including setting priorities for the ongoing maintenance and improvement of existing roads, highways, bridges, rail lines and ports.
(b) The cost and specific proposals for funding the ongoing maintenance and improvement of the infrastructure that supports the intermodal transportation needs of the state.
(c) The relationship between the economic growth and development of the state and its transportation infrastructure.
(d) The development of a statewide comprehensive plan that outlines the value of integrating the maintenance and improvement of the state's intermodal transportation infrastructure at state and local levels with the state's overall economic development.
(3) The consortium shall be composed of the following members:
(a) The vice presidents, or their designees, of research at the University of Southern Mississippi, the University of Mississippi, Jackson State University and Mississippi State University.
(b) The directors, or their designees, of the Center for Logistics, Trade and Transportation at the University of Southern Mississippi, of the Center for Advanced Infrastructure at the University of Mississippi, of the University Transportation Center at Jackson State University and of the Center for Intermodal Transportation for Economic Competitiveness at Mississippi State University.
(c) One (1) person each appointed by the directors enumerated in paragraph (b) of this subsection.
(d) The president, or his designee, of the Mississippi Economic Council, and one (1) person appointed by the president.
(e) The executive director, or his designee, of the Mississippi Development Authority, and one (1) person appointed by the executive director.
(f) The executive director, or his designee, of the Mississippi Department of Transportation, and one (1) person appointed by the executive director.
(4) (a) The consortium shall hold its first meeting before August 1, 2014. A majority of the members of the consortium shall constitute a quorum. In the adoption of rules and reports, an affirmative vote of a majority of the members shall be required. All members shall be notified in writing of all meetings, at least seven (7) days before the date on which a meeting is to be held. For purposes of this written notice, an email communication is sufficient.
(b) The chair of the consortium shall be a person designated by the President of the University of Southern Mississippi, and the vice chair shall be elected by the membership of the consortium.
(c) The consortium is authorized to accept funds from any source, public or private, to be expended in implementing its duties under this section.
(d) To effectuate the purposes of this section, any department, division, board, bureau, commission or agency of the state or any political subdivision thereof, shall provide, at the request of the chair, such facilities, assistance and data as will enable the consortium to properly carry out its duties.
SECTION 2. This act shall take effect and be in force from and after its passage.
