AN ACT TO REQUIRE THE OFFICE OF THE GOVERNOR, TO THE EXTENT THAT FUNDS ARE AVAILABLE FOR THAT PURPOSE, TO ESTABLISH A GRANT PROGRAM TO PROVIDE FUNDS TO OFFSET THE ADMINISTRATIVE COSTS OF CERTAIN PROGRAMS THAT PROVIDE FOOD TO NEEDY PERSONS; TO REQUIRE THE OFFICE OF THE GOVERNOR TO DEVELOP PROCEDURES AND APPLICATION FORMS TO BE USED IN THE ADMINISTRATION OF THE GRANT PROGRAM; TO REQUIRE THE OFFICE OF THE GOVERNOR TO SUBMIT AN ANNUAL REPORT TO THE LEGISLATURE DETAILING THE USE OF GRANT FUNDS; AND FOR RELATED PURPOSES.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:
SECTION 1. (1) To the extent that funds are available for that purpose, and pursuant to appropriation therefor by the Legislature, the Office of the Governor shall establish a grant program to provide funds to offset the administrative costs incurred by programs that provide healthy food to those who need it most through food pantries or soup kitchens.
(2) The Office of the Governor shall develop procedures and application forms to govern how grants will be awarded, shall develop a plan to ensure that grants are equitably distributed among partner agencies, and shall develop an audit process to ensure that grant funds are used to offset the administrative costs incurred by the program.
(3) The Office of the Governor shall provide a detailed report to the Legislature on July 1, 2017, and every year thereafter, that describes the use of grant funds and the overall effectiveness of the grant recipients in providing healthy food to those in the state who need it most.
SECTION 2. This act shall take effect and be in force from and after July 1, 2016.
