A BILL TO BE ENTITLED

AN ACT to prevent catastrophic damage from subterranean pipes by requiring listing of certain information on Plats and surveys prior to issuance of a permit and requiring as‑built post‑construction drawings prior to the issuance of a certificate of completion.

The General Assembly of North Carolina enacts:

SECTION 1.  G.S. 153A‑357 is amended by adding a new subsection to read:

"(f)       No permit shall be issued pursuant to subdivision (1) of subsection (a) of this section where the work to be performed involves the construction of water or sewer lines or related facilities, public or private storm drainage, or stormwater systems, including the piping of a natural watercourse, unless a plat is submitted showing at least all of the following:

(1)        Pipe materials.

(2)        Structure invert and top elevations.

(3)        Pipe size and length.

(4)        Pipe slope and distance.

(5)        Locations with distance references."

SECTION 2.  Part 4 of Article 18 of Chapter 153A of the General Statutes is amended by adding a new section to read:

"§ 153A‑363.1.  As‑built post‑construction drawings required.

For work completed related to water or sewer lines or related facilities, public or private storm drainage or stormwater systems, the inspector shall not issue a certificate of compliance unless an as‑built set of post‑construction drawings have been submitted to the county prior to final inspection. An as‑built set of post‑construction drawings shall list at least all of the elements provided in G.S. 153A‑357(f)."

SECTION 3.  G.S. 160A‑417 is amended by adding a new subsection to read:

"(e)       No permit shall be issued pursuant to subdivision (1) of subsection (a) of this section where the work to be performed involves the construction of water or sewer lines or related facilities, public or private storm drainage, or stormwater systems, including the piping of a natural watercourse, unless a plat is submitted showing at least all of the following:

(1)        Pipe materials.

(2)        Structure invert and top elevations.

(3)        Pipe size and length.

(4)        Pipe slope and distance.

(5)        Locations with distance references."

SECTION 4.  Part 5 of Article 19 of Chapter 160A of the General Statutes is amended by adding a new section to read:

"§ 160A‑423.1.  As‑built post‑construction drawings required.

For work completed related to water or sewer lines or related facilities, public or private storm drainage, or stormwater systems, the inspector shall not issue a certificate of compliance unless an as‑built set of post‑construction drawings have been submitted to the city prior to final inspection. An as‑built set of post‑construction drawings shall list at least all of the elements provided in G.S. 160A‑417(e)."

SECTION 5.  This act becomes effective October 1, 2015.
