A BILL TO BE ENTITLED
AN ACT aMENDING THE CHARTER OF THE CITY OF BESSEMER CITY TO AUTHORIZE THE CITY MANAGER TO APPOINT A CITY CLERK AND ONE OR MORE DEPUTY CITY CLERKS.
The General Assembly of North Carolina enacts:
SECTION 1. Section 3.22 of the Charter of the City of Bessemer City, being Chapter 1018 of the 1989 Session Laws, as amended, reads as rewritten:
"Section 3.22. Powers.
The city manager shall be the chief administrator of the City. He shall be
responsible to the Council for administering all municipal affairs placed in
his charge and shall have the powers and duties set out in the applicable
provisions of the General Statutes. However, the city manager shall not have
any authority to hire or fire the city clerk, city attorney,attorney
or the police chief."
SECTION 2. Section 3.42 of the Charter of the City of Bessemer City, being Chapter 1018 of the 1989 Session Laws, as amended, reads as rewritten:
"Section 3.42. City Clerk.
The Council city manager shall appoint a city clerk to serve at its
the city manager's pleasure. He The city clerk shall
give notice of meetings of the Council, keep a journal of the proceedings of
the Council, be custodian of all City records entrusted to him, and shall
perform any other duties that may be required by law, by the Council or by the
city manager. In addition, the Council city manager may appoint
or provide for one or more deputy city clerks who shall have full authority to
exercise and perform any of the powers and duties of the city clerk that it the
city manager may specify."
SECTION 3. This act is effective when it becomes law.
