STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Twenty Two
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 New Paragraph; Education Freedom Account Program; Applications; Survey. Amend RSA 194-F:3 by inserting after paragraph III the following new paragraph:
III-a. If the eligible student had been enrolled full-time in a public school immediately prior to being an applicant for the program, the parent shall complete and submit a parent survey issued by the department. The survey shall be designed by the department for the purpose of ascertaining the reasons for the parents' election to remove the student from the public school system and the parents' perceived benefits of utilizing an education freedom account. The survey shall be returned to the department prior to acceptance into the EFA program and shared with the administration of the local school district from which the student is leaving.
2 Effective Date. This act shall take effect July 1, 2022.

METHODOLOGY:
This bill requires parents to complete and submit a survey, issued by the Department of Education, to the Department for the purpose of ascertaining the reason(s) for removing the student from the public school system and the parent’s perceived benefits of utilizing an education freedom account (EFA). Surveys are to be returned to the Department prior to EFA acceptance and shared with the administration of the local school district for which the student is leaving. The Department expects this would increase its administrative costs, however is unable provide an estimate at this time at to what extent.
