AMENDED ANALYSIS
This bill authorizes autism spectrum disorder to be indicated as a medically recognized disorder on drivers' licenses and nondrivers' identification cards and modifies the rulemaking authority relative to printing medically recognized disorders on drivers' licenses and nondrivers' identification cards.

STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Nineteen
AN ACT relative to medically recognized disorders identified on drivers' licenses.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Drivers' Licenses; Form of License; Medically Recognized Disorder Indication. Amend RSA 263:41-b, III to read as follows:
III. For the purpose of this section, [the director shall adopt rules under RSA 541-A defining medically recognized disorder and listing the disorders and their representations that may be shown on driver's licenses or nondriver's picture identification cards] autism spectrum disorder (ASD) or its abbreviation is authorized to be printed on the driver's license or nondriver's picture identification card.
IV. If the name of medically recognized disorder exceeds 25 characters in length, only its abbreviation shall be printed on the driver's license or nondriver's picture identification card.
V. The director shall adopt rules pursuant to RSA 541-A relative to the administration of this section.
2 Effective Date. This act shall take effect 60 days after its passage.

*Pursuant to Part II, article 6-a of the New Hampshire constitution, any costs associated with the collection and administration of Highway Funds by the Department of Safety shall be deducted by the Department before such funds are credited to the Highway Fund as unrestricted revenue.

METHODOLOGY:
This bill adds Asperger's syndrome and autism to the list of medically recognized disorders identified on a drivers’ license or a non-driver identification card in addition to any other medically recognized disorder authorized under administrative rules. The Department of Safety estimates this bill will impact FY 2020 expenditures by $25,000. The estimated increase in expenses is due to the required modification to the Department’s card creation system and computer software (VISION), plus the costs associated with creating a new form.
