AN ACT requiring inclusion of home educated pupils in the definition of average daily membership in attendance.
This bill allows school districts to count home educated pupils for the purpose of calculating the average daily membership in attendance.

STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Fifteen
AN ACT requiring inclusion of home educated pupils in the definition of average daily membership in attendance.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 School Money; Definitions. Amend RSA 198:38, I to read as follows:
I.(a) “Average daily membership in attendance” or “ADMA” means the average daily membership in attendance of pupils in kindergarten through grade 12, as defined in RSA 189:1-d, III of the school year in which the calculation is made, provided that no kindergarten pupil shall count as more than 1/2 day attendance per calendar year.
(b) For the purpose of calculating ADMA, each pupil who is home educated in compliance with RSA 193-A and who is enrolled in a school board approved public high school academic course shall count as an additional 0.15 pupil for each such academic course taken in a public high school. In this subparagraph, “public high school” shall have the same meaning as “high school” as defined in RSA 194:23.
2 Effective Date. This act shall take effect 60 days after its passage.

SB 151-FN FISCAL NOTE
AN ACT requiring inclusion of home educated pupils in the definition of average daily membership in attendance.
FISCAL IMPACT:
The Department of Education states this bill, as amended by the House (Amendment #2015-1263h), will increase state education trust fund expenditures and local revenue by an indeterminable amount in FY 2016 and each year thereafter. There will be no impact on county and local expenditures, or state and county revenue.
METHODOLOGY:
The Department of Education states this bill would allow each pupil who is home educated and enrolled in a school board approved public high school academic course shall count as an additional 0.15 pupil in the calculation of average daily membership in attendance (ADMA), for each such academic course taken in a public high school. To the extent this bill may increase ADMA, adequate education grants would increase and therefore education trust fund expenditures would also increase. The Department states it does not have sufficient data to estimate this bill’s impact on education trust fund expenditures.
