STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Twenty Two

 

AN ACT relative to financial assistance for municipalities affected by disasters.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  New Section; Homeland Security and Emergency Management; Disaster Relief Assistance for Municipalities.  Amend RSA 21-P by inserting after section 37-c the following new section:

21-P:37-d  Disaster Relief Assistance for Municipalities.  When the President of the United States declares an area a federal disaster area or the governor declares a state of emergency as defined in RSA 21-P:35, VIII, and a municipality has applied for federal emergency assistance from the Federal Emergency Management Administration, the governor, with the approval of the fiscal committee of the general court and the executive council may approve disbursements of financial assistance to affected municipalities.  The governor is authorized to draw a warrant for said sum out of any money in the treasury not otherwise appropriated.

2  Effective Date.  This act shall take effect upon its passage.

METHODOLOGY:

This bill provides matching funds from the state for Federal Emergency Management Agency public assistance disaster grants and hazard mitigation grant program resulting from two presidential disaster declarations in response to July-August 2021 flood damage sustained by communities in Cheshire and Sullivan counties.  

 

Based on estimated federal disaster funding of $5,887,191, the  Department of Safety, indicates  State expenditures would increase by $735,898 in FY 2022 or 12.5% of the total and $2,438 in fiscal years 2023 through 2025.  The Department states the actual timing of the distribution of funds is based on project completion and could shift between fiscal years.  To the extent funds are available from the American Rescue Plan Act for this purpose, the general fund appropriation shall be reduced.
