     Establishes program in DOLWD to connect persons with disabilities with job training and employment.

An Act concerning employment and persons with disabilities and supplementing chapter 16 of Title 34 of the Revised Statutes.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    a.  The Department of Labor and Workforce Development, in consultation with the Department of Human Services, shall establish a program to connect persons with disabilities with qualified organizations that provide job training for the disabled community and with employers that have employment needs.

     b.    The department shall establish and maintain a program in collaboration with qualified organizations.  The department shall issue a request to community-based and nonprofit organizations to provide job training, education, and outreach services and prescribe requirements for qualified organizations.  The qualified organizations shall be responsible for developing and consulting with the department on job training and outreach materials. 

     c.     The department shall develop an online resource hub to provide information for persons with disabilities who are seeking employment or job training.  The resource hub shall include a list of qualified organizations providing job training, education, and outreach services to persons with disabilities.  The database shall also allow employers to post job openings.  The database shall provide information on State labor laws and guidelines on fair employment.

     d.    For the purposes of this section, "qualified organization" means:

     (1) A nonprofit organization that has a minimum of five years of experience working with persons with disabilities; or

     (2) An organization that works with nonprofit organizations that has a minimum of five years of experience working with persons with disabilities.

     e.     The department shall issue an annual report to the Governor and Legislature, pursuant to section 2 of P.L.1991, c.164 (C.52:14-19.1) to review the implementation and success of the program.

 

     2.    This act shall take effect on the 30th day next following enactment.

 

 

STATEMENT

 

     This bill establishes a program in the Department of Labor and Workforce Development to connect persons with disabilities with job training and employment.

     Specifically, the Department of Labor and Workforce Development, in consultation with the Department of Human Services, is required to establish a program to connect persons with disabilities with qualified organizations that provide job training for the disabled community and with employers that have employment needs.

     The bill requires the department to establish and maintain a program in collaboration with qualified organizations.  Under the bill, a qualified organization is:  (1) a nonprofit organization that has a minimum of five years of experience working with persons with disabilities; or (2) an organization that works with nonprofit organizations that has a minimum of five years of experience working with persons with disabilities.
