SYNOPSIS

     Requires Commissioner of Education to annually evaluate the effectiveness of teacher preparation programs at institutions of higher education in the State.

An Act concerning teacher preparation programs and supplementing chapter 26 of Title 18A of the New Jersey Statutes.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    a.  On or before July 1, 2011 and on or before July 1 of each year thereafter, the Commissioner of Education shall evaluate the effectiveness of the teacher preparation programs at institutions of higher education in the State and issue a report on the findings.  The report shall include, but need not be limited to, data and analysis concerning the correlation between teacher preparation programs and teacher placement, mobility, and retention rates, and student outcomes. 

     b.    The commissioner shall work collaboratively with institutions of higher education and the Commission on Higher Education in the preparation of the report and shall forward the annual report to the commission and the institutions to facilitate improvements in teacher preparation programs.  The commissioner shall post the annual reports on the department's website.

     c.    The State Board of Education shall adopt pursuant to the "Administrative Procedure Act," P.L.1968, c.410 (C.52:14B-1 et seq.), rules and regulations for the implementation of this section which shall include, but need not be limited to:

     (1)  a list of the teacher preparation programs to be evaluated;

     (2)  a detailed description of the areas to be evaluated; and

     (3)  the methods for measuring and analyzing data.

 

     2.    This act shall take effect immediately.

 

 

STATEMENT
