Provides that contracts for maintenance, repair or improvement of State buildings and facilities may require use of certain skilled labor.

An Act providing that contracts for the maintenance, repair or improvement of State buildings and facilities may require the use of certain skilled labor and supplementing Title 52 of the Revised Statutes.
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. Notwithstanding the provisions of any other law to the contrary, whenever a State agency deems it necessary, a contract for the maintenance, repair or improvement of any State building or facility may provide that work under the contract or any subcontract, or any portion thereof, shall be performed by skilled craftsmen from area building trades, including, but not limited to, electricians, plumbers, carpenters and heating, ventilation, air conditioning technicians, who have completed a class A apprenticeship program approved by the State Department of Labor and Workforce Development. A contract providing for the use of skilled craftsmen pursuant to this section shall include a provision providing that the State shall contribute toward the cost of those workers' fringe benefits.
2. This act shall take effect immediately.
STATEMENT
This bill provides that whenever a State agency deems it necessary, a contract for the maintenance, repair or improvement of State buildings or facilities may provide that work under the contract or any subcontract, or any portion thereof, will be performed by skilled craftsmen from area building trades, including, but not limited to, electricians, plumbers, carpenters and heating, ventilation, air conditioning technicians, who have completed a class A apprenticeship program approved by the State Department of Labor and Workforce Development. A contract providing for the use of skilled craftsmen pursuant to this section must include a provision providing that the State shall contribute toward the cost of those workers' fringe benefits.
