SYNOPSIS
Designates portion of New Jersey Route No. 34 in Wall Township as "Duncan Thecker Memorial Highway."

An Act designating that portion of New Jersey Route No. 34 in the Township of Wall as the "Duncan Thecker Memorial Highway."
Whereas, Duncan C. Thecker was born January 17, 1915, in Rhode Island, and died September 29, 2010, in Colts Neck, New Jersey; and
Whereas, Mr. Thecker was raised in Long Branch, New Jersey and graduated from Long Branch High School; and
Whereas, Mr. Thecker started Campbell Concrete Company following his purchase of the former Hause Concrete Company; and
Whereas, In 1958, Mr. Thecker was instrumental in forming United Materials Company by merging four concrete companies; and
Whereas, In 1965, Mr. Thecker sold his interest in United Materials and formed Duncan Thecker Precast, which continued in operation until the company was purchased in 1999; and
Whereas, Mr. Thecker strived to be active in public service and served on the Monmouth County Planning Board and was a trustee of the Monmouth County Conservation Foundation; and
Whereas, Reflecting his entrepreneurial spirit, Mr. Thecker served as the chairman of the New Jersey Small Business Advisory Committee and was a member of the Small Business Administration Advisory Council; and
Whereas, Beginning in 1960, Mr. Thecker served as a member of the Monmouth County Republican Committee, where he served on the Executive Committee and as the Chairman of the Finance Committee; and
Whereas, Mr. Thecker was one of the founders of the New Jersey Alliance for Action and served as the President of the New Jersey Citizens Highway Committee; and
Whereas, Mr. Thecker served as the President of the Route 34 Wall Group, which consisted of businessmen and property owners located on Route 34 who assisted in planning the growth of that area; and
Whereas, It is fitting and proper for the Legislature of the State of New Jersey to honor Mr. Duncan C. Thecker for his many contributions to Monmouth County and this State by designating that portion of New Jersey Route No. 34 in Wall Township as the "Duncan Thecker Memorial Highway;" now, therefore,
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. The Commissioner of Transportation shall designate that portion of New Jersey Route No. 34 in the Township of Wall, extending from milepost 0 to milepost 7.72, as the "Duncan Thecker Memorial Highway" and shall erect appropriate signs bearing this designation.
2. State or other public funds shall not be used for producing, purchasing, or erecting signs bearing the designation established pursuant to section 1 of this act. The Commissioner of Transportation is authorized to receive gifts, grants, or other financial assistance from private sources for the purpose of funding or reimbursing the Department of Transportation for the costs associated with producing, purchasing, erecting, and maintaining signs bearing the designation established pursuant to section 1 of this act and entering into agreements related thereto, with private sources, including, but not limited, to non-governmental non-profit, educational, or charitable entities or institutions. Work shall not proceed and funding shall not be accepted by the Department of Transportation until an agreement has been reached with a responsible party for paying the costs associated with producing, purchasing, erecting, and maintaining the signs.
3. This act shall take effect immediately.
STATEMENT
This bill designates that portion of New Jersey Route No. 34 in Wall Township as the "Duncan Thecker Memorial Highway" in honor of the contributions Mr. Thecker made to Monmouth County and the State of New Jersey.
