SYNOPSIS

     Requires online parking ticket payment system, NJMCDirect, to process payments 24 hours per day.

An Act concerning online payment of parking tickets and supplementing Title 2B of the New Jersey Statutes.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    a. The Administrative Office of the Courts shall enable NJMCDirect, the Internet site which may be utilized to pay parking and traffic tickets online, to process payments 24 hours a day with the exception of daily forced logoff periods. 

     b.    If further development or enhancement of the NJMCDirect Internet site is required in order to enable NJMCDirect to process parking and traffic tickets online 24 hours a day:

     (1)   the Administrative Office of the Courts shall immediately enable NJMCDirect to process parking and traffic tickets online 16 hours per day.

     (2)   within 120 days following the effective date of P.L.    , c.    (C.       ) (pending before the Legislature as this bill) the Administrative Office of the Courts shall design, equip, operate and maintain NJMCDirect to process payments 24 hours a day, with the exception of daily forced logoff periods.

 

     2.    This act shall take effect immediately.

 

 

STATEMENT

 

     This bill would enable NJMCDirect, the Internet site through which parking and traffic tickets may be processed online, to process payments 24 hours per day.  Currently, NJMCDirect, may be utilized to process parking and traffic ticket payments online on Monday through Thursday from 7:30 am to 11:45 pm, Friday from 7:45 am to 10:45 pm, Saturday from 7:30 am to 3:45 pm, and Sunday from 1:00 pm to 11:45 pm.

     Under current law, parking violations are within the purview of State municipal courts.  NJMCDirect is operated by the Judiciary, which is responsible for the oversight, supervision, and technical support of the State's municipal courts.  Payments made through NJMCDirect immediately update municipal court records through the Statewide Automated Traffic System, which provides law enforcement officers and the Motor Vehicle Commission with instant access to current information. 

     This bill would require the Administrative Office of the Courts to enable NJMCDirect to process payments 24 hours a day. 

       Under the bill, if further development or enhancement of the NJMCDirect Internet site is deemed necessary in order to enable NJMCDirect to process payments 24 hours a day, the Administrative Office of the Courts would have 120 days following the effective date of the bill to design, equip, operate and maintain NJMCDirect to process payments 24 hours a day, with the exception of daily forced logoff periods.  However, the Administrative Office of the Courts would be required to immediately enable NJMCDirect to process payments 16 hours per day, consistent with other Internet sites which are operated by the Judiciary.  The bill would take effect immediately.
