SYNOPSIS

     Directs Attorney General to establish public information campaign concerning respectful treatment of law enforcement officers.

An Act establishing a public information campaign regarding the respectful treatment of law enforcement officers and supplementing Title 52.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    a.   The Attorney General shall establish and undertake a public information campaign to educate and inform the public concerning the respectful treatment of law enforcement officers by members of the public. 

     b.    The Attorney General, in establishing the public awareness campaign, shall develop outreach efforts and provide information and education materials to the public on topics including, but not limited to:

     (1)   how law enforcement officers are tasked with helping members of the public during times of crisis;

     (2)   the role that law enforcement officers have in keeping our neighborhoods safe;

     (3)   the threats and dangers encountered by law enforcement officers during the course of their day-to-day duties;

     (4)   the benefit that law enforcement officers bring in keeping this State free from violence and civil disorder;

     (5)   the various circumstances when a member of the public may encounter a law enforcement officer;

     (6)   the role of mutual respect in facilitating a successful and productive encounter with law enforcement;

     (7)   how treating a law enforcement officer with respect serves to enhance the safety of everyone involved in the encounter; and

(8)   how the public is benefited by aiding a law enforcement officer's ability to preserve and protect the safety, lives, and property of the people of this State.

     c.     To aid in the implementation of this act, the Attorney General shall encourage partnerships between nonprofit organizations and law enforcement officers.

     As used in this subsection, "nonprofit organization" means any organization or entity determined by the federal Internal Revenue Service to be a tax exempt organization pursuant to section 501(c)(3) of the Internal Revenue Code of 1986, 26 U.S.C.s.501(c)(3). 

 

     2.    This act shall take effect on the first day of the third month after the date of enactment, except the Attorney General may take anticipatory administrative action in advance as shall be necessary for implementation.

STATEMENT

 

     This bill requires the Attorney General to establish and undertake a public information campaign to educate and inform the public concerning the respectful treatment of law enforcement officers by members of the public.

     Under the bill, the Attorney General is to develop efforts and provide information and education materials to the public on topics including, but not limited to:

·        how law enforcement officers are tasked with helping members of the public during times of crisis;

·        the role that law enforcement officers have in keeping our neighborhoods safe;

·        the threats and dangers encountered by law enforcement officers during the course of their day-to-day duties;

·        the benefit that law enforcement officers bring in keeping this State free from violence and civil disorder;
