SYNOPSIS
Permits New Jersey Thoroughbred Horsemen's Association and Standardbred Breeders' and Owners' Association of New Jersey to use purse funds from off-track and account wagering for retired race horses and certain stabling costs.

An Act concerning the use of certain off-track and account wagering proceeds distributed to specific Standardbred and Thoroughbred organizations and supplementing the "Off-Track and Account Wagering Act," P.L.2001, c.199 (C.5:5-127 et seq.).
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. Notwithstanding any law, rule, or regulation to the contrary, of the share of overnight purse amounts allocated to the New Jersey Thoroughbred Horsemen's Association and the Standardbred Breeders' and Owners' Association of New Jersey from off-track and account wagering on in-State and out-of-State races, pursuant to subsection a. of section 21 of P.L.2001, c.199 (C.5:5-147) and subsection a. of section 27 of P.L.2001, c.199 (C.5:5-153), up to $300,000 may be annually expended or allocated, in equal amounts by each of the above mentioned organizations, for the care of retired race horses and for aiding and assisting trainers in covering stabling costs during winter months.
2. This act shall take effect immediately.
STATEMENT
This bill permits the New Jersey Thoroughbred Horsemen's Association and the Standardbred Breeders' and Owners' Association of New Jersey to expend or allocate up to $300,000 annually, in equal amounts by each of the above mentioned organizations, for the care of retired race horses and for aiding and assisting trainers in covering stabling costs during winter months. The bill authorizes these organizations to expend or allocate up to such amount from their share of the overnight purse distributions they receive from wagers placed at off-track wagering facilities or through the account wagering system on in-State and out-of-State races.
