SYNOPSIS
Permits State and county boards of election to purchase or lease decommissioned letter collection boxes for use as ballot drop boxes.

An Act concerning ballot drop boxes and supplementing Title 19 of the Revised Statutes.
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. Notwithstanding any law, rule, or regulation to the contrary, the Department of State or a county board of elections shall be permitted to purchase, lease, or otherwise acquire any decommissioned letter collection boxes from the United States Postal Service for use as ballot drop boxes during the conduct of an election, provided that the decommissioned letter collection boxes meet, or can be altered to meet, the guidelines for ballot drop boxes established by the Secretary of State pursuant to section 1 of P.L.2020, c.72 (C.19:63-16.1).
2. This act shall take effect on February 1, 2021.
STATEMENT
This bill permits the Department of State or a county board of elections to purchase, lease, or otherwise acquire any decommissioned letter collection boxes from the United States Postal Service for use as ballot drop boxes during the conduct of an election, provided that the decommissioned letter collection boxes meet, or can be altered to meet, the guidelines for ballot drop boxes established by the Secretary of State pursuant to current law.
