SYNOPSIS

     Requires Commissioner of Education to develop lists of approved testing vendors and commercially-developed standardized assessments for use by public school districts.

An Act concerning the administration of standardized assessments and supplementing chapter 7C of Title 18A of the New Jersey Statutes.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    a. As used in this section, "commercially-developed standardized assessment" means an assessment that requires all test takers to answer the same questions, or a selection of questions from a common bank of questions, in the same manner, and is developed and scored by an entity under a contract with a board of education.

     b.    The Commissioner of Education shall promulgate a list of commercially-developed standardized assessments that a board of education may administer. The commissioner shall also promulgate a list of testing vendors with which a board of education may contract for the purchase and administration of the commercially-developed standardized assessments.

     c.     A board of education shall only contract with a testing vendor and shall only administer a commercially-developed standardized assessment that is included on the lists developed pursuant to subsection b. of this section.

     d.    The provisions of this section shall not be applicable to a board of education that has a contract with a testing vendor on the effective date of this section until the expiration of that contract.

 

     2.    This act shall take effect immediately.

 

 

STATEMENT

 

     This bill directs the Commissioner of Education to develop a list of commercially-developed standardized assessments that a school district may administer, and to develop a list of testing vendors with which a board of education may contract for the purchase and administration of commercially-developed standardized assessments. A board of education would only be authorized to contract with a testing vendor and administer a commercially-developed standardized assessment that is included on those lists. The provisions of the bill would not apply to a board of education that has a contract with a testing vendor on the bill's effective date until the expiration of the contract.
