Permits issuance of motorcycle endorsement to certain out-of-State military personnel.

An Act concerning driver licensing and supplementing Title 39 of the Revised Statutes.
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. Notwithstanding the provisions of any law, rule, or regulation to the contrary, the chief administrator shall, upon written request, 1and receipt of payment of the fee established pursuant to subsection d. of R.S.39:3-10,1 issue by mail a motorcycle endorsement to a person who holds a valid New Jersey driver's license and is a member, the spouse of a member, or a dependent of a member of the armed services of the United States serving outside the State if the person provides documentation suitable to the chief administrator of:
a. successful completion of 1[a basic motorcycle rider course approved by the armed services of the United States or another state] an approved Motor Cycle Safety Foundation (MSF) Rider Education Course1 , provided that the course is substantially similar to the course established pursuant to the provisions of section 1 of P.L.1991, c.452 (C.27:5F-36); and
b. assignment outside of the State.
2. This act shall take effect on the first day of the third month following enactment.
