SYNOPSIS

     Concerns financial compensation of certain local employees and officials.

An Act concerning certain local employees and officials and supplementing chapter 5 of Title 40A of the New Jersey Statutes.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    Notwithstanding the provisions of N.J.S.40A:5-31, the governing body of a local unit shall not, through an award program or by any other means, provide additional compensation, including but not limited to financial compensation or retiree health benefits, to any employee of the local unit who is not a member of a bargaining unit representing employees of the local unit, upon that employee's retirement from, or separation from, employment with the local unit.  At the time of retirement from, or separation from, employment with the local unit, such an employee shall receive only the financial compensation or retiree health benefits available to all other employees of the local unit who are not members of a bargaining unit representing employees of the local unit.

 

     2.    This act shall take effect immediately.

 

 

STATEMENT

 

     This bill prohibits the governing body of a local unit from providing additional compensation, including but not limited to financial compensation or retiree health benefits, to any employee or official of the local unit who is not a member of a bargaining unit representing employees of the local unit, upon that employee's or official's retirement from, or separation from, employment with the local unit.  The bill requires that, at the time of retirement from, or separation from, employment with the local unit, such an employee or official shall receive only the financial compensation or retiree health benefits available to all other employees of the local unit who are not members of a bargaining unit representing employees of the local unit.
