SYNOPSIS
Requires State agencies to develop and submit information technology strategic plan.

An Act directing State agencies to develop an information technology strategic plan and amending P.L.2007, c.56.
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. Section 16 of P.L.2007, c.56 (C.52:18A-234) is amended to read as follows:
16. a. All Executive Branch departments and State agencies are directed to cooperate fully with the Office of Information Technology and the Chief Technology Officer to implement the provisions of sections 6 through 16 of P.L.2007, c.56 (C.52:18A-224 through C.52:18A-234) and to ensure effective use of information technology within the Executive Branch of State Government.
The Governor shall define and establish the overall direction, standards, and priorities for the information technology community in the Executive Branch of State Government.
b. Each State agency shall annually develop and submit to the Chief Technology Officer an information technology strategic plan. The plan shall evaluate and assess the State agency's information technology infrastructure.
Each State agency's information technology strategic plan shall be in accordance with any Statewide standards and policies established by the Office of Information Technology and the Chief Technology Officer and shall include, but need not be limited to, the following:
(1) a statement of the agency's mission, goals, and objectives for information technology, including how the public, businesses, and other agencies may achieve electronic access to agency records, information, and services;
(2) an explanation of how the agency's mission, goals, and objectives for information technology support and conform to any Statewide information technology strategic plans or initiatives;
(3) a baseline profile of the agency's current information technology resources and capabilities that will serve as the basis for subsequent planning and performance measures;
(4) a life cycle cost analysis for new information technology projects and resources, including initial investment, maintenance, and replacement costs;
(5) when feasible, estimated schedules and funding required to implement identified projects; and
(6) any other information required by law or requested by the Chief Technology Officer, the Governor, or the Legislature.
c. Each State agency shall submit the agency's plan not later than one year following the date of enactment of P.L. , c. (pending before the Legislature as this bill) and on or before June 30 of each year thereafter, and shall make the plan available to the public on its website.
d. As used in this section:
"Information technology strategic plan" or "plan" means the plan prepared by each State agency pursuant to this act.
State agency" means any of the principal departments in the Executive Branch of the State Government, and any division, board, bureau, office, commission, or other instrumentality within or created by such department, and any independent State authority, commission, instrumentality, or agency.

2. This act shall take effect immediately.
STATEMENT
This bill requires State agencies to annually develop and submit to the Chief Technology Officer an information technology strategic plan to evaluate and assess the State agency's information technology infrastructure.
Under the bill, each State agency's plan is required to be in accordance with any Statewide standards and policies established by the Office of Information Technology and the Chief Technology Officer. The plan is required to include, but need not be limited to, the following:
(1) a statement of the agency's mission, goals, and objectives for information technology, including how the public, businesses, and other agencies may achieve electronic access to agency records, information, and services;
(2) an explanation of how the agency's mission, goals, and objectives for information technology support and conform to any Statewide information technology strategic plans or initiatives;
