SYNOPSIS
Extends effective date of temporary expansion permits issued by ABC to certain alcoholic beverage licensees.

An Act concerning the issuance of temporary expansion permits by the Division of Alcoholic Beverage Control.
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. a. Notwithstanding the provisions of any other law to the contrary, any COVID-19 Expansion Permit issued by the Director of the Division of Alcoholic Beverage Control pursuant to the provisions of Special Ruling No. 2020-10 shall be valid until December 31, 2021.
b. A person eligible to apply for a COVID-19 Expansion Permit pursuant to the provisions of Special Ruling No. 2020-10 issued by the Director of the Division of Alcoholic Beverage Control may apply for a COVID-19 Expansion Permit until December 31, 2021.
2. This act shall take effect immediately and shall expire on December 31, 2021.
STATEMENT
This bill extends by one year the temporary alcoholic beverage expansion permits authorized by the Director of the Division of Alcoholic Beverage Control (ABC) pursuant to Special Ruling No. 2020-10.
On June 3, 2020, the Acting Director of the ABC issued Special Ruling 2020-10, which created a COVID-19 Expansion of Premises Permit. This temporary expansion permit enables certain licensees and permittees with on-premises retail consumption privileges to expand their licensed premises into outdoor areas, either contiguous or non-contiguous to their permanently licensed premises. The special ruling also established the application process and the privileges and limitations of the permit. These permits are set to expire on November 30, 2020.
This bill extends expiration dates of these permits and allows licensees and permittees to apply for new extension permits until December 31, 2021.
