Requires NJT to conduct feasibility study on restoring one-seat ride to Manhattan on Raritan Valley Line.

An Act requiring the New Jersey Transit Corporation to conduct a feasibility study for certain transit services.
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. a. The New Jersey Transit Corporation shall conduct a study on the feasibility of providing rail service on the Raritan Valley Line that offers full-time direct rail service to New York City.
b. Within six months of the effective date of this act, the corporation shall prepare and submit a written report to the Governor and, pursuant to section 2 of P.L.1991, c.164 (C.52:14-19.1), to the Legislature detailing the findings of the study. The report shall include findings concerning why direct service was initially suspended, historical and expected ridership for the direct rail service to New York City, actions that the corporation is required to take in order to provide full-time direct service to New York City, the amount of time those actions are expected to take, the cost to provide the service, and any factors that may delay or increase the cost of providing the service.
c. For the purposes of this section, "full-time direct rail service" means rail service that provides a one-seat ride to and from its termini and that operates on weekdays and weekends, during peak hours and non-peak hours.
2. This act shall take effect immediately.
STATEMENT
This bill requires the New Jersey Transit Corporation (NJ Transit) to conduct a feasibility study on providing rail service on the Raritan Valley Line that offers full-time direct rail service to New York City. NJ Transit is required to prepare and submit a report detailing the findings of the study within six months of enactment.
The report is required to include findings concerning why service was initially suspended, historical and expected ridership for the direct rail service to New York City, actions that the corporation is required to take in order to provide the service, the amount of time those actions are expected to take, the cost to provide the service, and any factors that may delay or increase the cost of providing the service.
