An Act concerning the Office of Homeland Security's suspicious activity hotline and supplementing chapter 3 of Title 39 of the Revised Statutes.
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. Each certificate of approval designed for affixing upon the windshield of an inspected motor vehicle shall have the telephone number established by the New Jersey Office of Homeland Security and Preparedness for reporting suspicious activity or behavior related to terrorism on it. The number shall be conspicuously printed in a distinctive manner.
2. This act shall take effect on the first day of the thirteenth month following enactment at which time the chief administrator shall issue the new certificates of approval displaying the New Jersey Office of Homeland Security telephone number to all official and private inspection stations upon the depletion of the stock of those certificates printed prior to this effective date. The chief administrator may take such anticipatory administrative action in advance thereof as shall be necessary for the implementation of this act.
STATEMENT
This bill requires that the telephone number established by the New Jersey Office of Homeland Security and Preparedness for reporting suspicious activity or behavior related to terrorism be printed on each certificate of approval. The number is to be conspicuously printed in a distinctive manner on the certificate. A certificate of approval is the sticker that is affixed to the windshield of a motor vehicle when it successfully passes inspection.
The Motor Vehicle Commission would be able to issue its stock of the certificate of approvals that were printed prior to the effective date of this bill. Once that stock is depleted, the commission would begin to issue the new certificate of approvals displaying the New Jersey Office of Homeland Security telephone number.
