     Requires Department of the Treasury to calculate State motor vehicle fleet miles per gallon average and to increase it over four years.

An Act requiring the State to assess and calculate a motor vehicle fleet miles per gallon average and increase it over four years, and supplementing Title 52 of the Revised Statutes.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    a.   Within 120 days after the date of enactment of this act, the Department of the Treasury, in consultation with the Department of Environmental Protection and the Department of Transportation, shall (1) assess and calculate the miles per gallon average for the State motor vehicle fleet, for all diesel and gasoline vehicles other than those issued to or used for law enforcement or emergency purposes, and (2) formulate a plan for increasing the fuel efficiency of the State motor vehicle fleet, excluding vehicles used for law enforcement or emergency purposes, to achieve specific measurable reductions, as determined by the Department of Environmental Protection, in the State's fuel usage each year for four years following the date of enactment of this act.

     The Department of the Treasury shall transmit the plan to the Governor and to the Legislature pursuant to section 2 of P.L.1991, c.164 (C.52:14-19.1).

     b.    Upon completion of the calculation of the State motor vehicle fleet miles per gallon average and the plan to increase the fuel efficiency of the State motor vehicle fleet, pursuant to subsection a. of this section, the State Treasurer shall take all actions necessary to ensure that the State motor vehicle fleet miles per gallon average increases to achieve a measurable reduction in fuel usage as identified in the plan for each year of the four-year period.

 

     2.    This act shall take effect immediately.

 

 

STATEMENT

 

     This bill requires, within 120 days after its enactment, the Department of the Treasury, in consultation with the Department of Environmental Protection (DEP) and the Department of Transportation, to (1) assess and calculate the miles per gallon average for the State motor vehicle fleet, for all diesel and gasoline vehicles other than those issued to or used for law enforcement or emergency purposes, and (2) formulate a plan for increasing the fuel efficiency of the State motor vehicle fleet, excluding vehicles used for law enforcement or emergency purposes, to achieve specific measurable reductions, as determined by the DEP, in the State's fuel usage each year for the following four years.  The plan will be transmitted to the Governor and Legislature.

     Upon completion of the calculation of the State motor vehicle fleet miles per gallon average and the plan to increase the fuel efficiency of the State motor vehicle fleet, the bill requires the State Treasurer to take all actions necessary to ensure that the State motor vehicle fleet miles per gallon average increased each year for the four-year period.
