SYNOPSIS

Acknowledges Universal Declaration of Human Rights and supports United Nations' #StandUp4HumanRights campaign.

CURRENT VERSION OF TEXT

     As introduced.

A Concurrent Resolution acknowledging the Universal Declaration of Human Rights and expressing support for the United Nations' #StandUp4HumanRights campaign.

Whereas, The year 2018 marked 70 years since the Universal Declaration of Human Rights (UDHR) was adopted by the United Nations, with the importance of the rights of women and girls being proclaimed in marches, social media, and legislative bodies worldwide; and

Whereas, On December 10, 2017, International Human Rights Day, the United Nations launched a yearlong campaign, #StandUp4HumanRights, to celebrate the declaration's anniversary and pledge to continue upholding human rights in the everyday lives of all people; and

Whereas, The UDHR was adopted by the United Nations on December 10, 1948 after more than two years of deliberation, and is based largely on the work of the drafting committee of the Commission on Human Rights, chaired by Eleanor Roosevelt, the widow of United States President Franklin D. Roosevelt; and

Whereas, In establishing the Commission on Human Rights, the United Nations was motivated by the experiences of the recently-concluded Second World War, and the goal to make certain that the atrocities of that conflict would never happen again and that every individual, everywhere, would have certain inalienable rights; and

Whereas, The drafting committee of the UDHR also worked with the United Nations' Commission on the Status of Women to ensure that the rights of women and girls were represented in the document; and

Whereas, Indeed, Article 25 of the UDHR affirms the right of everyone to a standard of living adequate for the health and well-being of the individual, with motherhood and childhood entitled to special care and assistance, while Article 26 affirms that everyone, regardless of sex, has a right to education, and Article 23 affirms the right to work, without discrimination, and the right to equal pay for equal work; and

Whereas, Although the UDHR is not legally binding on any country, it does establish goals for nations to achieve, and it has led to enforceable treaties to expand on the articles of the declaration; and

Whereas, One such treaty is the Convention on the Elimination of All Forms of Discrimination Against Women, adopted by the General Assembly of the United Nations in 1979, which addresses discrimination in education, health care, politics, finance and law, employment, and marriage and family relations, all of which are essential to ensuring gender equality; and

Whereas, The UDHR is an excellent opportunity to acknowledge and celebrate the positive impact of the document on people worldwide, and to help reaffirm the principles and standards that it sets forth; and

Whereas, Given the importance of universal human rights and of the rights of women and girls, it is fitting and proper for this House to acknowledge the Universal Declaration of Human Rights and express support for the United Nations' #StandUp4HumanRights campaign; now, therefore,

Be It Resolved by the General Assembly of the State of New Jersey (the Senate concurring):

     1.    This House acknowledges the Universal Declaration of Human Rights and expresses support for the United Nations' #StandUp4HumanRights campaign.

     2.    Copies of this resolution, as filed with the Secretary of State, shall be transmitted by the Clerk of the General Assembly or the Secretary of the Senate to the Secretary General of the United Nations.
