SYNOPSIS

     Requires Department of the Treasury to calculate State motor vehicle fleet miles per gallon average and to increase it over four years.

An Act 1[requiring] concerning1 the State 1[to assess and calculate a]1 motor vehicle fleet 1[miles per gallon average and increase it over four years,]1 and supplementing Title 52 of the Revised Statutes.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    a.  1For the purposes of this section, "State motor vehicle fleet" means all diesel and gasoline-powered vehicles owned or leased by any State department, board, bureau, commission, or agency except those used for law enforcement and emergency services purposes.

     b.1   Within 120 days 1[after the date of enactment] from the effective date1 of 1[this act] P.L.    , c.    (C.        ) (pending before the Legislature as this bill)1, the Department of the Treasury, in consultation with the Department of Environmental Protection and the Department of Transportation, shall 1:1  (1) 1[assess and]1 calculate the miles per gallon average for the State motor vehicle fleet 1[, for all diesel and gasoline vehicles other than those issued to or used for law enforcement or emergency purposes,] ;1 and (2) formulate a plan 1[for increasing the fuel efficiency of the State motor vehicle fleet, excluding vehicles used for law enforcement or emergency purposes,]1 to achieve 1a1 specific measurable 1[reductions, as determined by the Department of Environmental Protection,] increase1 in the 1[State's fuel usage each year for] miles per gallon average for the State motor vehicle fleet during each of the1 four years following the 1[date of enactment] effective date1 of 1[this act] P.L.    , c.    (C.        ) (pending before the Legislature as this bill)1.

     The Department of the Treasury shall transmit the plan to the Governor and to the Legislature pursuant to section 2 of P.L.1991, c.164 (C.52:14-19.1).

     1[b.  Upon completion of the calculation of the State motor vehicle fleet miles per gallon average and the plan to increase the fuel efficiency of the State motor vehicle fleet, pursuant to subsection a. of this section, the] c.  The1 State Treasurer shall take all actions necessary to ensure that 1the measurable increase in1 the State motor vehicle fleet miles per gallon average 1[increases to achieve a measurable reduction in fuel usage] is achieved1 as identified in the plan 1[for each year of the four-year period] transmitted to the Governor and the Legislature pursuant to
subsection b. of this section.

     d.    The Department of Environmental Protection, in consultation with the Department of Transportation, shall establish guidelines for calculating the miles per gallon average for the State motor vehicle fleet and for determining the specific measurable increase in the miles per gallon average of the State motor vehicle fleet to be achieved during each of the four years following the effective date of P.L.    , c.    (C.        ) (pending before the Legislature as this bill)1.

 

     2.    This act shall take effect immediately.
