     Authorizes creation of local gypsy moth control commissions.

An Act authorizing the creation of local gypsy moth control commissions and supplementing Title 40 of the Revised Statutes.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    A municipality may establish a gypsy moth control commission, and may designate a municipal representative to join with one or more representatives of neighboring municipalities in forming an inter-municipal commission, to coordinate the management and control of the gypsy moth population in that municipality or municipalities of the State, as the case may be.  The duties and responsibilities of a municipal or inter-municipal gypsy moth control commission may include: making recommendations to the governing body of a municipality as to whether, when, and where it is in the public interest to implement effective gypsy moth control measures and what measures are to be used; solicitation of funding, contributions, or donations; consideration and establishment of cost sharing programs; coordination of citizen initiated and funded gypsy moth control efforts within or among neighborhoods in a municipality or, in the case of an inter-municipal commission, across contiguous municipalities; and such other duties and responsibilities as the governing body of the municipality or municipalities may deem useful and appropriate.

 

     2.    The Department of Agriculture, in consultation with the Department of Community Affairs and Department of Environmental Protection, shall create and maintain an internet website for municipal and inter-municipal gypsy moth control commissions, with information on gypsy moth management and control efforts, and shall provide information and assistance, as appropriate, to support the commissions.

 

     3.    This act shall take effect immediately.

 

 

STATEMENT

 

     This bill would authorize a municipality to create a gypsy moth control commission to coordinate gypsy moth control efforts, within the municipality or in conjunction with other nearby municipalities which have an interest in sharing resources and coordinating suppression efforts.

     A municipal or inter-municipal gypsy moth control commission would coordinate gypsy moth control and suppression efforts, including: making recommendations to the governing body of a municipality as to whether, when, and where it is in the public interest to implement effective gypsy moth control measures and what measures may be used; solicitation of funding or donations; consideration and establishment of cost sharing programs; coordination of citizen initiated and funded gypsy moth control efforts within or among neighborhoods in a municipality or, in the case of an inter-municipal commission, across contiguous municipalities; and such other duties and responsibilities as the governing body of the municipality or municipalities may deem useful and appropriate. 

     Additionally, under this bill the Department of Agriculture, in consultation with the Department of Community Affairs and the Department of Environmental Protection, would create and maintain an internet website for municipal and inter-municipal gypsy moth control commissions, with information on gypsy moth management and control efforts, and would provide information and assistance, as appropriate, to support the commissions.
