SYNOPSIS

     Requires sending districts to pay for the tuition and transportation costs of their students attending approved vocational programs at certain comprehensive high schools.

An Act concerning vocational education programs and supplementing chapter 54 of Title 18A of the New Jersey Statutes.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    a.  Pupils shall be permitted to enroll in programs of vocational instruction at comprehensive high schools with approved vocational programs that prior to 1991 were designated as local area vocational school districts, provided that the resident district board of education does not offer a comparable program and space is available for additional enrollees in the program offered by the receiving district board of education.

     b.    The resident district board of education shall pay tuition and transportation costs for each of these pupils to the receiving district board of education in a sum not exceeding the actual cost per pupil as determined according to the rules prescribed by the commissioner and approved by the State board.

     c.     Pupils shall be admitted for enrollment in classes and provided instruction on the basis of their potential for achieving the occupational or other objective of the instruction.

     d.    As used in this section, a "comparable program" means a vocational education program approved by the Department of Education which is listed in the most recent Classification of Instructional Programs coding system and the New Jersey Department of Education's List of Career and Technical Education Programs and which offers equivalent hours of instruction and course content.

 

     2.    This act shall take effect immediately.

 

 

STATEMENT

 

     This bill provides that students must be permitted to enroll in programs of vocational instruction at comprehensive high schools with approved vocational programs that prior to 1991 were designated as local area vocational school districts, provided that the resident district board of education does not offer a comparable program and space is available for additional enrollees in the program offered by the receiving district board of education.  The bill defines "comparable program" as a vocational education program approved by the Department of Education which is listed in the most recent Classification of Instructional Programs coding system and the New Jersey Department of Education's List of Career and Technical Education Programs and which offers equivalent hours of instruction and course content.
