SYNOPSIS
Provides for voluntary contributions through gross income tax returns to support victims of Hurricane Sandy.

An Act providing for voluntary contributions through gross income tax returns to support victims of Hurricane Sandy, supplementing chapter 9 of Title 54A of the New Jersey Statutes.
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. a. There is established in the Department of the Treasury a special fund to be known as the "Hurricane Sandy New Jersey Relief Fund."
b. A taxpayer shall have the opportunity to indicate on the taxpayer's New Jersey gross income tax return that a portion of the taxpayer's tax refund or an enclosed contribution shall be donated to the "Hurricane Sandy New Jersey Relief Fund" in accordance with the provisions of section 1 of P.L.1999, c.21 (C.54A:9-25.14).
c. Any costs incurred by the Division of Taxation for collection or administration attributable to this section may be deducted from receipts collected pursuant to this section, as determined by the Director of the Division of Budget and Accounting in the Department of the Treasury. The State Treasurer shall transfer net contributions collected pursuant to this section to the "Hurricane Sandy New Jersey Relief Fund."
d. The Legislature shall annually appropriate all monies deposited in the "Hurricane Sandy New Jersey Relief Fund" established pursuant to this section to the Hurricane Sandy New Jersey Relief Fund Inc.
2. This act shall take effect immediately, and shall apply to taxable years 2012 and 2013.
STATEMENT
This bill provides for voluntary contributions by taxpayers on gross income tax returns to support victims of Hurricane Sandy in this State. Contributions collected under the provisions of this bill will be appropriated to the Hurricane Sandy New Jersey Relief Fund Inc, a 501(c)(3) non-profit charitable organization (pending final IRS approval) committed to rebuilding New Jersey.
The bill establishes a special fund in the Department of the Treasury, to be known as the "Hurricane Sandy New Jersey Relief Fund," to which all donations collected from voluntary contributions are deposited. The bill requires the Legislature to appropriate all funds deposited in the special fund to the Hurricane Sandy New Jersey Relief Fund Inc.
Hurricane Sandy brought unthinkable devastation to parts of the Garden State, destroying homes, businesses and some of New Jersey's most identifiable icons. Governor Chris Christie and First Lady Mary Pat Christie organized the Hurricane Sandy New Jersey Relief Fund Inc. to aid, comfort, and rebuild New Jersey. This bill will help the Hurricane Sandy New Jersey Relief Fund Inc. in its effort to rebuild New Jersey.
