SYNOPSIS

     Creates New Jersey Military Working Dog Handler and Military Working Dog medal.

An Act creating a New Jersey Military Working Dog Handler and Military Working Dog medal and supplementing Title 38A of the Revised Statutes. 

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    a.  The Governor may present in the name of the State of New Jersey a Military Working Dog Handler and Military Working Dog medal of appropriate design, and ribbon to be worn in lieu thereof, to: 

     (1)  any person who, on the date of induction into the organized militia or federal military service, was a resident of this State and who, while serving in the organized militia or in federal military service on active duty, shall have been officially listed as a handler of a military working dog; or

     (2)  any person who, on the date of induction into the organized militia or federal military service, was not a resident of this State but currently resides in this State or was a resident at time of death and who, while serving in the organized military or in federal military service on active duty, shall have been officially listed as a handler of a military working dog. 

     The award of the medal shall be to the eligible handler and dog in recognition of this valor or meritorious achievement.

     b.    No more than one medal shall be awarded to the eligible person.  For subsequent acts justifying award of the medal, service stars shall be awarded and worn on the suspension and service ribbon of the medal.  A replacement medal and ribbon may be awarded if the original medal and ribbon have been lost or destroyed without fault or neglect by the person to whom it was issued. 

     c.     The medal may be awarded when the eligible person, dog, or both, are deceased, and, when so directed, may be presented to such representatives, as the Adjutant General of the New Jersey Department of Military and Veterans' Affairs considers appropriate, who submit all of the required forms and documentation.

     d.    The medal shall be of such design, and include such elements, as the Adjutant General deems appropriate. 

     e.     The award of any medal under this section shall be in accordance with the rules and regulations promulgated by the department.

     f.     The Adjutant General, or his designee, shall receive requests to award, and may award on behalf of the Governor, the medal to eligible persons, or the appropriate representatives of deceased eligible persons, who shall use the "New Jersey Department of Military and Veterans' Affairs application for award/program" attaching such documentation as shall be required. 

     2.    This act shall take effect six months from the date of enactment, but the New Jersey Department of Military and Veterans' Affairs may take any anticipatory administrative action in advance as shall be necessary for the implementation of this act. 

 

 

STATEMENT

 

     This bill creates a New Jersey Military Working Dog Handler and Military Working Dog medal to be awarded to current and former State residents.  To be eligible, a resident must have served in the organized militia or in federal military service on active duty and been officially listed as a handler of a military working dog.  The medal is to be awarded for recognition of valor or meritorious achievement by such handlers and dogs.  The medal may be awarded when an eligible person or dog is deceased, when appropriate.
