     Provides public employee salaries at all levels of government cannot exceed salary of Governor.

An Act concerning public employee salaries at all levels of government and supplementing Title 52 of the Revised Statutes and Titles 18A and 40A of the New Jersey Statutes.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    Notwithstanding the provisions of any other law to the contrary, no person holding office or employment with a public agency shall receive a salary that exceeds the annual salary of the Governor established by section 1 of P.L.1973, c.357 (C.52:14-15.104c).

     As used in this section, "public agency" means any of the principal departments in the Executive Branch of State Government, and any division, board, bureau, office, commission or other instrumentality within or created by such department; the Legislature of the State and any office, board, bureau or commission within or created by the Legislative Branch; the Judicial Branch of the State and any office, board, bureau or commission within or created by the Judicial Branch; any independent State authority, commission, instrumentality or agency, including any public institution of higher education; any political subdivision of the State or combination of political subdivisions, including any school district, and any division, board, bureau, office, commission or other instrumentality within or created by a political subdivision of the State or combination of political subdivisions, and any independent authority, commission, instrumentality or agency created by a political subdivision or combination of political subdivisions.

 

     2.    The provisions of this act, P.L.    , c.   (C.     )( pending before the Legislature as this bill), shall not be construed to reduce the salaries of Justices of the Supreme Court or Judges of the Superior Court during the term of their appointment or to affect any individual contract of employment or any binding collective negotiations agreement in force on the effective date thereof.

 

     3.    This act shall take effect immediately

 

STATEMENT

 

     This bill provides that any person holding office or employment with a public agency at any level of government or in any branch thereof will not receive a salary that exceeds the annual salary of the Governor established by law (currently $175,000).  The bill's provisions will not affect the provisions of any individual employment contract or collective bargaining agreement in effect on the bill's effective date.
