SYNOPSIS
Increases Fiscal Year 2020 appropriation for Extended Employment services by $2.5 million to ensure rate stability.

An Act amending the Fiscal Year 2020 appropriations act, P.L.2019, c.150, as amended by P.L.2020, c.43.
Be It Enacted by the Senate and the General Assembly of the State of New Jersey:
1. The following language provision in section 1 of P.L.2019, c.150, the annual appropriations act for Fiscal Year 2020, as amended by section 5 of P.L.2020, c.4, is amended to read as follows:

In addition to the amount hereinabove appropriated for Vocational Rehabilitation Services, there is appropriated an additional $6,250,000 from the Workforce Development Partnership Fund for Extended Employment (Center based jobs), Extended Employment Transportation, and Long-Term Follow Along Services which shall be allocated in the same amounts as in Fiscal Year 2019. Further, there is appropriated an additional $6,250,000 from the Workforce Development Partnership Fund, of which $4,500,000 shall be allocated for Extended Employment client slots, and $1,750,000 shall be allocated for Extended Employment Transportation. Further, there is appropriated an additional [$10,000,000] $12,500,000 from the Workforce Development Partnership Fund for Extended Employment.

2. This act shall take effect immediately.
STATEMENT
This bill would increase the Fiscal Year 2020 appropriation for Extended Employment services out of the Workforce Development Partnership Fund by $2.5 million. In so doing, the bill would ensure that the rates paid under the program during the three-month extension of Fiscal Year 2020 from July 1, 2020 through September 30, 2020 would be identical to those paid in the first twelve months of the fiscal year from July 1, 2019 through June 30, 2020.
Extended Employment services, also referred to as Sheltered Workshop services, provide long-term employment services in occupation-oriented facilities operated by non-profit service providers, which, except for staff, employ only individuals with significant disabilities at subminimum wages.
