SYNOPSIS
Requires NJT to remove snow from certain stops, stations, and stands for motorbus regular route service and to make name and contact information of entities responsible for snow removal publicly available.

An Act concerning snow removal by the New Jersey Transit Corporation and supplementing P.L.1979, c.150 (C.27:25-1 et seq.).
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. a. The New Jersey Transit Corporation shall provide for the removal of snow from all stops, stations, and stands used for the loading and unloading of passengers of motorbus regular route service.
b. The provisions of subsection a. of this section shall not apply to any stop, station, or stand used for the loading and unloading of passengers of motorbus regular route service:
(1) in a municipality where the removal of snow has been provided for by written agreement or contract between the New Jersey Transit Corporation and a public or private entity; or
(2) in a municipality or county that has adopted an ordinance or resolution designating a public or private entity responsible for the removal of snow.
c. The New Jersey Transit Corporation shall make available to the public, on the website of the New Jersey Transit Corporation, the name and phone number of the entity responsible for snow removal at each stop, station, and stand used for the loading and unloading of passengers of motorbus regular route service.
2. Notwithstanding the provisions of section 11 of P.L.1979, c.150 (C.27:25-11), and any other law, rule, or regulation to the contrary, the New Jersey Transit Corporation may enter into a contract or written agreement for the removal of snow at a stop, station, or stand used for the loading and unloading of passengers of motorbus regular route service with the county or municipality where the stop, station, or stand is located without advertisement for bids:
a. if the scope of work does not allow for the award of a contract by the county or municipality to an outside contractor; or
b. if the Executive Director of the New Jersey Transit Corporation determines that the work to be performed is immediately necessary for public safety.
3. This act shall take
effect on the first day of the seventh month following enactment. The
Executive Director of the New Jersey Transit Corporation may take such
anticipatory administrative action in advance of the date of enactment as may
be necessary for the timely implementation of this act.
STATEMENT
This bill requires the New Jersey Transit Corporation (NJ Transit) to provide for the removal of snow from all stops, stations, and stands used for the loading and unloading of passengers of motorbus regular route service, except in a municipality where the removal of snow has been provided for by written agreement or contract between NJ Transit and a public or private entity; or in a municipality or county that has adopted an ordinance or resolution designating another public or private entity responsible for snow removal. NJ Transit is also required to provide the name and phone number of the entity responsible for snow removal at each stop, station, and stand on the NJ Transit website.
The bill authorizes NJ Transit to enter into a contract or written agreement for snow removal at a motorbus regular route service stop, station, or stand used for the loading and unloading of passengers with a county or municipality without advertisement for bids if: the scope of work does not allow for the award of a contract by the county or municipality to an outside contractor; or the Executive Director of NJ Transit determines the work to be performed is immediately necessary for public safety.
